题目是说采取一种措施：提供给三分之一的tour buses停车位，这样他们就不用idle了。这个措施能减少尾气污染。

c选项是不是没抄全啊？这个比较级比的是什么啊？我理解是这些汽车在因为周转快，在停车场的时间比较短，这样就保证了只提供三分之一的停车位够用。反过来想想，如果只有三分之一的汽车能用停车位，而他们又总也不挪地方，那剩下三分之二的车不还是在外面晃悠？

这题出得真是气人.

C的意思为, bus 1/4时间transporting, 即driving, 那其它3/4时间就idling, 即停车等人. 然后根据前提, 知道idling produces as much exhaust as driving.  C就等于告诉我们typical bus idling比例大. 现在有了parking, 就不用idling了, 所以exhaust will diminish significantly. 如果本来idling比例不大, exhaust就可能只diminish slightly, 就不会diminish significantly了.
