结论是
required employees who are out of shape to participate.
out of shape 指的是身体不好的人。

B中说:要求参加的人(身体不好的人)比不参加的人花费少,
既然花费少,为什么还要他们参加呢?应该让那些花费多的人参加撒~~
所以我觉得B是削弱了原文。
