在GWD中也碰到过compared to表示比较的意思，好像compare A to B通常是比作，A compared to B表示比较

请NN指教

在GMAT中，compare to 表示比喻，即不同种类，compare with 才是比较的意思

另，再问，此题选D而不是B，是不是依然体现了 独立结构优于定从结构呢？ 谢谢！！

同意选C，compare A to B 才是比喻的意思，单独使用compare to可以作为比较的意思，这样一来C表达的最清楚，比较的东西在一起

Logical predication

parallel．An alternative way of stating the comparison is the use of two independent clauses
connected by but．The original sentence compares the United States to rains in most parts of Sri
Lanka；this illogical comparison cannot convey the writer's intention．

可以清楚看到compare to是比较的意思，而不是比喻。

B, which 引导一个非限制性定语从句，语法上修饰“the higher education”，但是逻辑上应该修饰the cost ，所以不是最佳。另外for 是pay for短语的介词前置。
