thus, E is the best.

if D, the sentence would be  .....enjoy nature close at hand and tour at their own pace, without 1 or
                with 2.     

Obviously, the meaning is not right.  at least, we would say: .....enjoy nature close at hand and tour at their own pace, without 1 but with 2

 nor  is a conjunction.  its usage is either "neither ....nor"  or "not.... nor".   thus, "nor" is out.

agree, only 肯定and否定or，neither才和nor搭配

 

And also E is better parallel, without the restrictions of or the formalities of
