虽然只有 3% drivers 装配  radar detectors ，但是33％的超速罚单是开给这些司机的。除非这3％的drivers经常超速并被罚，否则不会出现33％这么高的比例。

i think the gap here is :  more ticketed for exceeding the speed limit  <----> more exceed the speed limit

U just need to fill this gap.

I've just reviewed this question and spent at least 20 miuntes to understand it.
In my point of view, here is a comparison between "a particular sample-33%" and "a generaliazation-All". "a particular sample" is true, only "a generaliation" is true.
