      By the sixteenth century, the Incas

            of South America ruled an empire that

            extended along the Pacific coast and

Line     Andean highlands from what is now

答案是E, A不对,Incos do not totally depend on the self-sufficient practices, to some extent, they still use the long-distance network.
you can get E once you take into consideration the second paragraph.

      怎么也不可能用are ????

      an alliance enable customers to receive data at speeds much higher than (speeds of customers recieve ) are currently possible

      比较对象是 speeds

      前面是 high修饰speeds,两个比较对象是 speed,后面加 are。说明 speeds are high(or low,or what are currently possible)
