这两题有点不同啊. 你的例子是主动修饰 AofB 中的B. 所以 最后补出costs

gwd29-29 是修饰A of B 中的核心辞 the cost. 然后被动 paid for

我不觉得这里需要补出 by who. a price is paid for . 是很正常的写法.

以前主动改成被动都是因为句子的主语不明确,但是这里很明确的哦

which 可以指指代核心词. 也就是the cost. 而不需要是 the cost of higher education. 一像都是指代 A 或 B 而没有 A of B 一起. (当然有例外欢迎提出, 我也想知道)

被动没有不好. 这里B已经没有比较的意思了. 来回读几遍. 算是一个直述句. students protest a law that requires them to contribute $ toward 一个东西. which 来修饰这个东西. 这里没有主语明不明确呀. 当形容词用可以说连主语都没有. 说穿了. the cost for which was paid 7 per year. 和 the cost paid 7 per year for 没差啊. 你可以说第二个不好吗? 作修饰而已
 
你提出的例子需要用主动因为有连词"but" 表对称比较.   所以 medicare covers. beneficiaries pay..

呀,刚才查了LM,发现没有pay for the cost的用法,只有pay for sth

上面的例子就是没有cost,只能指代other nonhospital services

所以后面的例子也不能指代cost,只能指代higher education
