这话什么意思，我怎么看不明白，这可都是绝对值的比较啊

没什么错啊。虽然the number is declining, 但是以前可能会有更低的时候，不过中间涨上去了，现在又开始跌了而已嘛。
注意最后的几个字 it has ever been
