No matter you are PR or international student, most Canadian MBA programs require GMAT (probably some schools don't, but you definitely don't want to go there) and TOEFL if English is your second language. If you have your undergraduate or graduate degree from the school where English is the teaching language, you can get exemption from TOEFL.
