可是我怎么不明白，为什么C“Mechanical problems in airplanes have not increased by 50 percent since last August.”是结论“That accounts for the fact that reports of airplane mechanical problems have increased in frequency by 50 percent since last August.”的前提呢？？

我觉得大致意思就是

因为对飞机质量要求的标准提高了,所以对此的报告也增加了很多，

其实飞机的质量还是那个样子

结论就是 人为因素并不是主要原因

Not because there is new system installed. It's the rules more strict. Different.

The first half of the sentence is fluff. It's out there to make you confused.  Not easy to spot out IMO.

This is an assumption of defender role. This is kind of assumption question comes in different disguise, but all center on that it's not the alternative cause(higher percentage, or bad apples) causing the effect( higher accident rate, higher conviction rate, etc)
