A is correct.          这一题是很少见的题形.

1.  A is fine. It is called  the 'some... others...' pattern.    When we use 'some' and 'others,'  we can omit a conjunction.
Here are some examples:
Some  people like potatoes, other  people like rice.
We do not need to use a conjunction here.

Some  people like potatoes, other  people, rice.
Some  people like potatoes, others, rice.

the full sentence is "Nebraska has floods in some years, and it has drought in others".

2.  why it is "drought", not "droughts"  to logically agree with the "floods" in the first clause?

The answer is ======>"drought" can be count or non-count; both "drought" and "droughts" would therefore be correct in this sentence.
