Hello there! I just got the same letter as u did. I think we are applying to the same program at Arizona.
My letter also does not mention the scholarships at all. I email them. This is what they reply:
"We offer both assistantships and scholarships. All assistantships are
on an as needed basis. We only offer TA positions to qualified students who
have experience teaching, paid their $500 fee and have committed to
attending the program.
Scholarships are awarded based on merit of those who have again paid
their $500 fee and committed to attending.
