首先,我觉得for +n的用法是没错的.for后面加名词,表目的.比如OG中有一题for the builiding of .....(是讲石头可以用来盖教堂).但是use 的一般用法是use sth to do sth, 或者是the use(名词) of sth to do sth,而且这里有不定式做宾补表目的,所以我觉得用 to use更加好一些,意思清楚直接.
其次,in place of 的用法比replace要单一.in place of 就是代替,而replace是指代替,放回原位,等等.
第三,them在这里没有指代不清的嫌疑.比如,
In presenting his modus vivendi proposal, Lansing implied that the American government accepted the German view that armed merchant vessels were warships: however, when the proposal was dropped by the Wilson administration, it seemed to be reverting to the British view on this question.
(A) when the proposal was dropped by the Wilson administration, it

it在这里有指代不清的嫌疑.因为it是紧跟在administration之后.语法上应该指代proposal,但是句意上应该指代administration.

而本句表示的很清楚.them在语法上应该指代books,而在句意上也是指代books,所以我倾向于选择 4.

现在看来大家基本上都同意"in place of" 要比 "replace" 来的好. 其实这个也就是这题一个重要的考点. 至于是用for use 还是to use, 那就要到考场现场判断, 因为到目前为止题目还不是很全. 但是考in place of 和 replace倒是很确定......
