个人觉得是第二种
每个州都有很多industries, 有自己独特的environment.

第一种，the predominant industries (of each state) and the regulatory environment of each state obviously determine
跳出来根据语意看，虽然所有的州都有污染问题，然而每个州的主导产业和监管环境决定...是不同的。
语意有个转折，或者总－分比较，其他选项语意也不通
