还有一点就是while是表对比的，所以前面用all state，后面有each state

我也是选E，是用排除法做的，但是这句话的对比是什么意思呢？我觉得翻译过来好象意思不太通，不存在对比呀。

这个对比是个隐含意思，整个句子应该是，当所有州都XXX的时候，每个州的XXX。

但题目中讲的是“（the predomination industries and the regulatory environment）of the states" 吧，怎么能够说是因为后者单数，所以要用“of each state"呢。虽然我也同意OG说的因为有对比的意思存在，所以all与each对应比较合理。

请教。

同意，补充下while在这里表示although的意思，所以有表示对比和转折的意思，因此选E。

由此可见，句首的连词通常是很重要的。

我也不明白为什么the regulatory environment后面只能跟 of each state. enviornment是可数名词吗？如果是可数名词则比较好理解了。

我在SEC的网站上找到了一个例句：the prevailing laws and regulatory environment of each state in which we operate or seek to operate;

并且搜索"regulatory environment of each state",找到了23个链接（含1个GMAT网站）；搜索"regulatory environment of the states"只找到了4个连接，还有1个是GMAT网站。是不是这也说明前者更合适呢？

    为什么environment在这里是可数呢?万用字典的解释是

1此字作"环境"解,不能有复数形。作"自然环境"解时,要加the。如: protect the environment from pollution

      难道本题的environment不是指环境吗?
