看来做单一概念来讲，enviroment是不可数的，但当表达不同地方evrioment的概念时(他们互相有差异)，可以加-s做不同的环境来讲。好像还有其他的类似的一些例子，都是成立的

我觉得这里的environment是可数的。

environment在表示外界环境(周围的状况)时，是可数的，eg:a happy home environment,adjust to a new environment;而表示自然环境时是不可数的,eg:air environment。

而此句意指监管的环境,应该属于前者的情况。

  个人比较趋向于第一种理解，句意强调的是all states 和 each state 的比较。

就好像说the book of the students，很容易理解成为这些学生们共有的一本书。
