这里decling 不是动名词, 因为它既不是主语, 主句的主语也不是decling 的所有格逻辑主语. 这里只能算是介词引导的分辞省略结构. 逻辑主语 the workweek.

根據Collins 字典...

[put in...]  if you put in an amount of time or effort doing something, you spend that time or effort doing it. 

EX:Wade was going to be paid a salary, instrad of by the hour, whether he put in forty hours or not.

在本題中: ... the average worker now puts in an estimate 164 extra hours of paid labor a year...  現在工作者一年多花了約164小時（在工作）（亦即：一年的工作時間平均多了164小時。）

workweek 不是人，如何跟在後面呢？

另外，declining 不是"東西"，是一種"現象"，要如何跟在"現象"的後面呢？

所以...E 不好。
