我觉得这题的正确选项应该是A，而不是OG11给出的参考答案D。

前面有人提到不能用过去完成时，理由是“如果是过去完成时，就是指在那时已经排放完了的（在过去明确时间点之前完成的事才能用过去完成时），已经排放完的东东怎么还会去限制呢？”。其实这里搞错了一个对象，进行时态变化的是动词allow，而不是dump！这才是本题的关键！

也就是说：1972年之前，允许了一个倾倒量；那么在1972年协议达成之后，减少了这个允许的倾倒量，“减少”发生在过去（1972），用reduced毫无疑问，那么allow用什么时态呢？当然应该用过去完成时了，因为允许（allow）这个动作发生在1972年之前。

而且dump这个动作是否延续到现在从原文无从得知，也没有必要去了解。我们关心的重点应该放在动词allow上。而且很明显，1972年前有一个allow的动作，1972年协议达成之后，也有一个allow的动作。

OG11说选D的唯一理由就是“Since the dumping continues into the present...”。但是哪里能够得出这一结论呢？这显然是无中生有。让我们作一个假设：如果2000年又达成了一个协议，两国全面禁止phosphate的排放，然后从那以后再没有谁dump phosphates了，甚至我们可以再假设绝对一点，2000年以后phosphate在地球上已经不存在了（就像恐龙现在已经不存在了一样），还能说dump一直延续到了现在的2006年吗？！

所以这题的正确答案应该是A！OG11的解释是错误和不可接受的。

我认为这道题的关键是，that引导的定语从句是在修饰the amount of phosphates还是phosphates.

如果是仅仅修饰phosphates, 当然dump phosphates这个动作是现在依然在进行的行为，所以选择D很make sense.

但是，如果修饰的是the amount, 则如楼上几位同学所说，用过去完成时表达1972年以前被allow to dump的amount是非常合适的。

我们把这个定语从句写成正常语序（比如在1972年以前允许5000吨） -

Municipalities had been allowed to dump 5000 tons of phosphates into the Great Lakes.

Municipalities are allowed to dump phosphates into the Great Lakes.

都没什么毛病。则选项A和D中的定语从句也没什么毛病。

因此，我认为A和D都对（但倾向于应该给过去完成时加上更明确的时间点）。

看完大家的讨论,我更觉得应该选A了,我同意22楼说这题的关键在于that到底修饰谁?但不同意这位仁兄后面的解释

23楼的意见,我觉得很对,就是我想的,现在有没有哪位牛牛能出来彻底指点一下呢?为什么这里的完成时就不对??

之前就已经允许投放,1927之后被reduced了,那么减少的应该是以前被允许投放的量啊

既然这样的话,这里的allowe就应该是发生在这个--a 1927 agreement 之前的事情,就是说在这个 1927 agreement之前就已经被允许的,只是1927以后要减少

请理解的同学指点一下吧

句子主干A 1972 agreement reduced the amount，reduced是1972年发生的一个动作，用过去时没有问题.

reduce的宾语是amount，即减小的是数量，amount是怎么来的，逻辑上判断肯定是前面有个已经规定的amount。但是如果这样表述--A 1972 agreement reduced the amount that had been permitted，即减少以前已经规定的量，会显得冗余。即使不用时态强调amount也可判断出是早于1972年的。

而that...修饰的是phosphates，仅仅是对一个客观的情况描述，对什么样一种phosphates的修饰和限定，即不管是早于1972的agreement,还是1972年的agreement，还是1972年之后的某段时间，phosphates都是被允许排放的，所以用现在时。
