这不是改变原句重心，应该尽量尊重原句原意。
原句（A）。。。。。。，saying。。。。。。
前人在Prep中讲到：现在分次结构在句尾注意：通常优先作定语修饰名词，如果不符合逻辑，则是做状语修饰句子。
而且也讲到：分次做后置定语修饰名词是最简洁有效的表达方式。
A 中saying正好尾随 industry，虽然有“，”这个瑕疵，怎么看也是优于C啊。
最近有没有NN可以抽空来一下哦~

(c)  actually, "which" should indeed refer to the oil industry, because the oil industry is saying that the proposal will exacerbate the nation's fuel supply problems.
this is a response to the proposal, not the content of the proposal itself.

so, "which" is used totally correctly here.
