saying 确实是一个状语啊，而且逻辑主语就是proposal吧。
proposal 对oil industry的反攻（counterattack就是move）表示担忧，认为其会加剧燃料的供应问题。
不知这样理解可行否

救命啊，又是这样，到底选A还是C，都不好意思老是这样问了。我是选A的，但是看了前面的帖，说伴随的要跟逻辑主语，那就是跟PROPOSAL咯。那很明显A就错了，但是怎么又有人说PREP选A啊？我的PREP怎么没有这题？？？？？？是哪个版本的PREP？

D.      both on diesel fuel and engines has sparked the oil industry to a counterattack, saying  同A
