偶认为C中的which并无指代问题，因为就是指代industry的，所以没有歧义。而A中saying作伴随状语，应该修饰主句主语proposal吧，明显是不对的嘛

选B. A中saying修饰对象不明;C中which指代对象不明,The Environmental Protection Agency Or the proposal?

B中的they say显然不是指 restrictions, 因为它不能say,只有指The Environmental Protection Agency. 不要觉得这是个单数名词,不能用they指代,其实这是一个单数形式的复数名词.
