       The Morrill Act of 1890 - separate black institutions in S and border => The separate but equal principle couldn't create financial security as did by the 1862 legislation
P3 - It was ignored the differences between educational opportunities to W and B people.
       After the 2nd WW, it became financial discrimination against black higher education.

p1：許多私立學校建立，在19th許多人給私立學校資時，沒有私立黑人高中沒有足夠的資源。20th時才有人給予私人黑人機構贊助。
p2：白人跟黑人的機構協助有一些差距。1862法條的訂定影響19th高中教育的州補助，主要成功在中西部。1890法條將在南方與邊界州的黑人與白人分隔開來。這樣的分隔及平等的規定沒辦法確保南方及邊界州的黑人有足夠的教育補助。
p3：白人跟黑人的教育機會相差甚遠，在二戰後白人普遍有高中及大學時黑人年輕人還被大學機會排除在外，對於黑人高中教育也有金錢歧視。
