I PREFER choice d concerning choice e,we should distinguish the evidence from the principle.AS FAR AS I KOWN,THE PRINCIPLE SHOULD REFER TO SOMETHING LIKE'IF.............THEN.......'SO THAT THE EVIDENCE THAT FOLLOW IT,COULD DEPEND.

D is a evidence which could be subjective or objective. Evidence is "A thing or things helpful in forming a conclusion or judgment" but E is a principle which is a fact or which is objective Principle is "A basic truth, law, or assumption" Big difference.
In my opinion, the first only provides a general principle stating the role of the navigation system, which might be interfered or not be interfered.
the first can not support the second --the conclusion of the argument-- which indicates that the navigation system made in low-power circuitry is interfered.
