全文大意：
        第一段：L和B两个人对地震做出了预测，并引用另一位学者的证据说明失败的原因
        预测：地震是有相对固定的间隔规律的，并对P小镇的下一次地震做出了预测，最终L和B的预测失败了
        失败的原因：地震是没有周期的，KES和他的同事提出，过去2000年中PC的地震平均间隔是132年，但单个地震的间隔时间从44年到332年不等，表明地震发生的随机性非常强
第二段：科学家分为两个派别对地震预测进行分析
        预测支持派：地震的预测可以减轻灾难带来的后果，地震的预测本来就不是特别的准确的
        预测反对派：地震的预测没有任何科学基础，基于预测制定的政策可能会带来更大的损失
