提问：在看了语法板块大家的分析，对1.much vs many；2.with引导的介词短语作状语修饰都很认同。但是还有一个点很困惑。
E选项中的比较平行结构是：permitting pilots of... at xxx to fly as many as 20 percent more hours than (permitting) pilots at xxx do, 这边的比较需要平行的话，是否后半部分的句子应该是pilots to do，而非是pilots do。还是我找错对应了！
