如果把从句还原为独立句子：XXX permits pilots of small turboprop aircraft at small carriers to fly as many as 20 percent more hours per month than pilots at larger airlines do.

我的问题是，“do”的省略应该如何还原？

a2: XXX permits pilots at small carriers to fly more hours per month than pilots at larger airlines [to fly] [per month]. 是否正确？如果这样也是可以的，那than后边的do是否为必须的？

我理解的是，本题的比较应该是“两种飞行员每个月被允许的飞行时间”，那如果这样的话，最完整的还原是不是还要考虑“XXX permit”的部分？即：a3: XXX permits pilots at small carriers to fly more hours per month than [the hours] [XXXpermits] pilots at larger airlines [to fly per month]. 是否正确？

我又考虑了一下。本题的意思应该是：因为法规者可能会取消原先的，允许小飞行员比大飞行员每个月飞更多的时间，所以有些厂商可能会被强迫雇佣更多的飞行员。

所以，比较的对象应该是：两种飞行员每个月被允许的飞行时间，而不是小飞行员被允许的时间对比大飞行员每月实际飞的时间。

那如果这样的话，than后边加不加do，我觉得还是有些困惑，求解答。

当然，本题其它选项有更明显的错误。。。
