Regarding offers from other schools, actually not yet. Not sure if there will be. What I can be sure is that PSU is one of the schools I like and want to go most.

yes. Tuition waiver + living stipend(about $500/month).

The living cost here is not high. The living stipend is almost enough for your actual living here.

However, for visa, I guess you need to check the website of "living cost estimation" and prepare some bankstatement. My estimation is bankstatement of RMB100,000-160,000 for visa is enough.
