C is the best answer. This question asks you to draw an inference about the SBA program.
Although the passage does not actually state that the failure rate for SBA recipient businesses was higher than anticipated, in the first paragraph the author does sate that the results of the SBA
program were disappointing, in part because of the high failure rate among SBA-sponsored
businesses. From this it can be inferred that the anticipated failure rate was lower than the actual
rate.

第十一行的was not quite应该怎么翻译？这个quite在这里是否起到了强调作用，强调2％，从而暗示实际的成功率小于预期，也就是实际的失败率远大于预期？请大牛赐教，谢谢！

对呀，我也不太明白， minority  business receipts[y1] were not quite two percent of the national economy’s total receipts.接受贷款的少数民族企业还占不到全国总接受贷款的2％，这件事能说明“the results of the SBAprogram were disappointing, in part because of the high failure rate among SBA-sponsored businesses”吗？

不知我是否这样翻译有误呢？
