原因是B 太长了我没看懂，后来仔细看了一下发现B 是对的，但是我依然认为C 也是对的啊
难道C 中的 strong voices 不等于majority 人们的看法吗？
坦白讲，我看完题目预期的答案就是C 我觉得题目只说了P 投票表决，没有说美国，我预测答案一定是说假定美国也是认为大多数人的看法和立法一致
为什么不对呢？
