请教一道CR难题

这题我有点没看懂，题型比较另类。它是想问哪种情况会误导那些“本以为是要把local政策向全州推广的人”，还是问哪种情况会误导人以为是“要把local政策推广到全州”？
还有一个问题想听听大家的意见，按helr的方法，这道题应该归为哪类呢？我想来想去，觉得请愿像是方案，本题像是方案推理，题目要让我们攻击方案有效性（因为误导了签名人的话，请愿的有效性就会打折扣）。不知道大家怎么想。

感觉唯一有正确气息的是C。。。其他答案都感觉无关。只有C说明了misleading的情况，就是大家是因为同意““Do you want to sign a petition for statewide smoking restriction”的问题而签了请愿书，但实际state law比antismoking ordinances有更多限制。
这是相当于在欺骗人，all cities and most towns have antismoking ordinances，所以人们反对抽烟，是站在antismoking ordinances的限制情况下同意，但是不一定会接受比这个更严格的条例，这是在误导人们。
