意味着即便把赤资降低，经济缓慢增长的预测还是会经常性的导致美元贬值 。。。措施无效

楼上两位大神都说得很具体了，我补充一下我的观点。
这道题是削弱类型中的原因论证题，读完题后预判他因削弱/有果无因/有因无果/因果倒置等削弱方向。
D选项是从有果无因的角度给出解释。
