Hey there,
You should apply in the round when you feel your application will be strongest. So if you think you can score higher than 720, then it's better to apply later with a higher score vs R1 with a 720. You have a higher chance of getting off a R1 Waitlist too than a R2 Waitlist, so give it a shot! Good luck
