提问，关于which的 A of B 修饰

在 Manhattan SC中看到关于which的修饰问题，
The box of nails, which is nearly full, belongs to jean.
The noun box has two modifiers: of nails and which is nearly full. They can•t both be placed
right after the noun; one has to come first.

我看到很多人说 A of B 机构中，which修饰的应该就近，可是这个是怎么回事呢？
比如下面这些例子就是 修饰B结构：

1，The commission proposed that funding for development of the park, which could be open to the public early next year, be obtained through a localbond issue.

2,Construction of the Roman Colosseum, which was officially known as the FlavianAmphitheater, began in A.D.69, during the reign of Vespasian, and was completedthe Colosseum with a one-hundred-day cycle of religious pageants, gladitorialgames, and spectacles.

我到底怎么区分呢？

还有大家常提到的夹心修饰，到底有什么好方法判断呢？谢谢。

which一般情况下修饰最近的，但是也不一定。要看。which的单复数来确定，可以跳跃修饰的。

实际上是可以跳跃修饰的，比如这道OG原题：

when she participated in the hearings on the impeachment of President Richard Nixon, which were televised nationwide.

意思就是不用已此作为split判断，当最后剩两个选项没有更好区分的时候可以说which就近修饰的选项更没有歧义更清晰。
就像ing modifier也不是一定修饰主句主语一样
