In terms of the strategy around pursuing a PhD in a specific business segment/discipline, your double Masters degrees will be helpful but also force you to really convince the AdComs as to WHY you need a PhD as well. For example, the AdComs will want to understand in your applications if you plan to teach, do research, or do both. Whether you apply in South America or elsewhere, it will be the same. You will need to be clear as to why a PhD is needed given your extensive profile. If you've taken the GMAT only once or twice, I suggest re-taking to bring your score above 700. Good luck!
