      问题是这两道题题干和问法都一样:
      逻辑链:政府需要提高储蓄率-->设置免税的特殊账户要求工人存款,否则纳税作为惩罚-->政府的措施有效(CONCLUSION)
      削弱则:
      CQ1:方案的可行性-->题目1:几乎所有工人都有了免税账户则特殊账户实施也没用
                              -->题目2:很多人会把钱从一个账户转到另一个账户
      CQ2:方案的可操作性
      CQ3:方案的否定副作用

      我认为两个答案都有道理,但是题目2中的B选项说的是:工人已经有了账户所以不会用特殊账户,这不是和题目1的答案类似吗??为什么选D呢??
