语法求助！prep08 #205里with结构为什么不能作伴随？

这道题选E，但是我还是很困惑with结构的问题，
1. A选项中的with states opening为什么不能做伴随状语呢？
2. 如果A选项中with前面有逗号的话会有影响吗？


另外一道#208的题里也出现了with，prep笔记里解释说with的伴随状语错误，希望高人可以帮忙详细解答一下错在何处？感激不尽！

贴一个prep08语法笔记上的解释，挺清楚的~~~

A. leading gas and electric company错误, 因为一个公司不可能组成merger，应该是gas company and
electric company分开写；with短语前面没有逗号时做状语表达的是“与开放公用事业市场的州一同来
create a network”，逻辑错误，注意在此with短语不会做定语，因为前面的the utilities in question不可
能被with states修饰；opening做states的限定性修饰，表示只有几个州open utility markes，逻辑错误；
marketing network表达unidiomatic。
B. are应该改为is，因为主语是merger。
C. are应该改为is，因为主语是merger；with states opening伴随修饰be marketing错误；that will be
marketing繁琐而且文中没有将来进行时态的意思。
D. are应该改为is，因为主语是merger；be intended to do sth要用被动语态，merger不能发出动作；marketing
network的表达unidiomatic。
E. Correct；as states open伴随着各州开放公共事业市场的竞争。

谢谢LS的回复～ 我也是看了prep笔记才来的，但是还是没有搞懂，虽然明白A中的with结构作状语，但是了解with有伴随的功能，为什么A里面翻译成“与。。。”而不能翻译成伴随呢？

哇~我当时看的时候没想那么多
我感觉按照高中时学的语法A选项的with是没有问题的~不过GMAT有自己的一套语法
现在想想是不是因为with前面没有逗号，所以会引起歧义？（就是你问的第二个问题）
比较其他选项的话还是E的表达比较好~

with作伴随的具体操作我也不太明白
期待大家一起讨论
