它是个平行，不是个过程，C是说
Transnational cooperation has in the past been more common than it is now.——AND——Transnational cooperation has in the past been less common than it is now. 以前的跨国合作比现在更盛行 AND 以前的跨国合作比现在更消沉。符合文章renaissance一词的用意。

其实技巧什么的无所谓，阅读理解才是最最重要的。
