Good to hear from you.
I understand your dilemma, but its hard to answer what to do, because a lot of the decision is PERSONAL: Do you want to stay in Germany? Is it more important for you to advance now? What are your goals?

I think overall you should be able to get into pretty good German or European programs even with not such a high GPA if your GMAt and TOEFL remain high.
