句子大意是不是说通过行政和管理能力的评估来预审人员。
觉得D从形式上看比较顺眼，但是不确定是否有语义上的错误。。。

在网上找的一些相关的句子，但似乎还是跟考试的句子的意思不太一样。。。

-        首先prescreen被动，people被筛选。那么如果用by，肯定要引出能够执行筛选动作的事物，显然技能不能主动筛选。而句意：通过行政和管理能力的评估来预审人员。A选项用了using，既不是强调正在进行时，真正执行动作的人有没有出现！因此不对。最后排出掉de—原因是v-ing表示伴随必须该动作与主语存在逻辑上的主谓关系：显然错误。

这句话跟机经实际上是一样的结构，这么看的话确实是C

但是E为什么不对，assessing修饰prescreen这个动作，可以吗

原因是v-ing表示伴随必须该动作与主语存在逻辑上的主谓关系：显然错误。
因为你如果选e， 意思是 people 主动assess .... 逻辑不对的。
