题目问的是 从本文第10行的 "prevailling dogma" 能推出什么来？

我的理解是“prevailing dogma”就是Jim crow law,都是指种族隔离，所以我不明白为什么“prevailing dogma”推出了Jim Crow laws的通过打破了南方持续的种族隔离？？？
