Given your criteria, for sure JHU..

Most of the downside of JHU program (e.g. not quantitative enough, too short, and thus difficult to stay in US) doesn't matter for your goal. Reputation back China is the most important for you.

P.S. given you goal (soft skills + not too research-oriented / quantitative), it is quite a contradiction to care about the program structure and teaching quality, since it is just a MSF, i.e. general finance, which can be easier to be self-studied.
