In my opinion, for Ph.D. program, spending 4 or more years at some lower-ranked programs will not be worthwhile, as you probably will work in academia after graduation. The overall research strength and reputation will be a critical consideration in your application. In addition, some lower ranked school (maybe >80) might not have enough funding to support your phd study.

I know one girl who also does not have master degree got admitted by a not bad(around 40-50) marketing ph.d program in the U.S. However she went to U.S and took master class for one year, then changed to her current program. Based on your background, your experience is good enough to get admitted by some related master program, then try to do your best there. Then try to swtich to one ph.d program as soon as possible. This should be a reasonable way. Anyway you still can try to apply some ph.d program if you want. BTW, I just suppose you do not have any special brilliant stuff here, so I said it in a general sense. If you do have some great points, Go ahead to shot it! Good luck

Recently,I surfed the website of some schools and only find some HRM Master programs are cognate. However it is toughly competitive to get some financial aid.

On the other hand, my experience do great help to my research of strategic management & organization theory(especially orgnization redesign) and at the same time narrow my research area. So I am not very specialized in HRM .

The problem is although the application macro-environment for Master program is better than PHD program, HRM is not very match to me and seems difficult to show my brillant spots.Maybe it can be concluded as a word "competing in a field someone is not excel".

Which one should I choose??
