1Giving everybody the access to the national parks and historical sites is not the only intention or the pivotal intention for the establishment of them. 2It is also irrational to impose a lot of restrictions on the access to the national parks and historical sites. 3It is not an either-or choice. Between the two ends, there is a middle ground. Adjusting both the restriction and the free access can make good result.
