According to a recent report on higher education in the United States, the fifteen universities with the highest annual tuition fees also gave out the largest financial aid awards to incoming students with outstanding achievements. Because of a belief in equal opportunity, these universities are able to redistribute resources from those who can give them to those who deserve them by virtue of merits.

that believes in equal opportunity:gave out the largest financial aid awards to incoming students with outstanding achievements 学业成绩对每个人都是公平的
put different financial demands on different students :gave out the largest financial aid awards to incoming students with outstanding achievements 有人交全额学费有人拿奖学金不交学费,这不就是“ different financial demands on different students”吗?

不同的学生是普通学生和成就突出的   不同的经济需求就是交高昂学费和获得大笔奖学金
