15.   In 1933 the rubber, clothing, and shipbuilding industries put into effect a six-hour workday, believing it a seeming permanent accommodation rather than a temporary expedient for what many observers thought was an economy made overproductive by advances in technology.

(A) believing it a seeming permanent accommodation rather than a temporary expedient for what many observers thought was

(B) believing it a seeming permanent accommodation instead of a temporary expedient for what many observers thought was

(C) believing that it was not a temporary expedient but a seeming permanent accommodation to what many observers thought of as a

(D) not as a temporary expedient but as a seemingly permanent accommodation to what many observers thought wasD

(E) not as a temporary expedient but believing it a seemingly permanent accommodation for what many observers thought

我不明白D中what many observers thouth was...

D. not as a expedient but as a accommodation to economy

what many observers thought was 的主语是 what 所以和 was 连用,整体修饰 economy

...industries put into effect a six-hour workday, not as...but as a seemingly permanent accommodation to what many observers thought was an economy made overproductive by advances in technology.

In 1933 the rubber, clothing, and shipbuilding industries put into effect a six-hour workday, not as a temporary expedient but as a seemingly permanent accommodation to what many observers thought was an economy made overproductive by advances in technology.

我的理解是:many observers thought是一个插入语,what was an economy made overproductive by advances in technology是一个完整的主语从句。

插入语,不错,例what do you think he can do after the failure?
