 D is the answer because it is not related to the argument, which is "replacing will continue the financial trend".
 
 So all the assumptions should have something to do with the financial result.
 A. Assumption. If demand is not growing, it does not make sense to increase capacity. In another word, if no demand, replacement will not make the company better off financially.
 B. Same thing. It means that the expenses will be covered. If not, financially the company is worse.
 C. Same as previous two. And the wording makes it very clear.
 D. Not related to the going concern of this company or its financial situation. If it makes extremely hard and the company has to hire some high-pay drivers, it might be the answer.
 E. It concerns the operation of the company. If the new buses are not operable, it would not for sure help the company financially.
 
 D is unrelated. Similar answers can be "the new buses will increase the noise level, which will kill some wild animals". Can you see how it is unrelated to the argument?
