1)when old ideas still work effectively-revising and updating old ideas are better:the benefits...

2)when old ideas can't not work efficiently and will potentially impede a business-creating and implementing new ones are better:the high cost of useless srevising and updating old ideas could lead a business bankrupt in a fiercely competitive market.

3)properly evaluate the old ideas,choose the better way.
