想了一下,答案会是D吗?

是不是E啊？我的理解是由80%的人赞成扩大commuter rail system 来缓和交通阻塞，并且同一通过增加他们的税收来支持这项计划，但是投票的结果又表明即使commuter rail system 成功，也不可能缓和交通。就是要找出差异，我选E  因为他说，这个计划使得郊区的人可以坐commuter rail system 上下班，那么严下之意是只有小部分人受益，大部分人还是要自己开车，还是引起交通阻塞。

请高手指点，通常我看懂题目但是不一定可以做对题。

看看蓝色的部分。这不就是说，这些人都认为less congestion他们的主要利益，说明这帮人自己都没有意思要去改乘火车，而自己继续开车上下班吗？

感觉典型的ets题，陷阱。想通了却又不难。
