可是句子意思就不对了，而且和后面的也重复了

我觉得 what would later become the state of Virginia  是一个整体，what 是正确的，它引导的是一个主语从句。

the leader of what would later become the state of Virginia 的意思是，将来有可能成为Virginia 的state 的领导。
