July 19th,2015 GMAT 取消分数将不再邮寄给学校？

What is the change in GMAC’s cancellation process?

In the interest of increasing control and confidence for test takers, cancelled GMAT scores will no longer be included on a candidate’s school report. This change will be effective on July 19, 2015. When a test taker cancels their score, only the test taker will know.

即是说 如果考得不好，就当场取消，以后 学校也不会看到成绩单的历史记录有个“C”。 是这样理解吧？ 那就是 以后 可以随便考了。反复的刷分了。
那请问，考过的兄弟姐妹们，在做是否取消前， 是可以看到自己的成绩的吗？还是说根本看不到成绩，只能靠感觉觉得自己考得不好才取消。 大家有这方面经验吗？

还有 就是 这句话怎么理解？

Cancelled Scores Removed from Score Reports

The “C” that represents a candidate’s cancelled scores will not be shown on any future GMAT score reports generated by GMAC. This means that when a test taker cancels their score, only the test taker will know. This feature will be applied retroactively to all previously cancelled test scores, which will be removed from all future score reports that are sent to schools. However, score reports with cancelled scores have already been sent to schools, they can’t be modified.

This feature will be applied retroactively to all previously cancelled test scores意思是说 July 19th, 之前考试 的那些人 如果已经选择了取消成绩，只要成绩单没有寄出去到学校，以后新的成绩单也不会有C了是吗？还是说 必须是19号以后考试的选择C 的人才满足这个要求。
